MOTORHOME INSURANCE AND THE EU 5TH DIRECTIVE
In June 2007, the effects of the EU’s 5th Directive on motor insurance came into force. Or at least, they were intended to. The part of the Directive of most interest to motorhome owners is the section dealing with insurance arrangements for vehicles being imported from other EU states. The idea has been to make it easier to get a cover-note that provides insurance cover from the moment the vehicle is driven from the dealer in, say, Belgium right through to the home address, from where it can then be properly registered in the UK. It may come as a surprise then that , to date, this has not been adopted by the UK insurance market.
The reason behind the delay is mainly due to the workings of the Motor Insurance Database (MID). As a result of the EU 4th Directive it is necessary to record the insurance details of all vehicles insured in the UK on a central database (and insurers have only a short period in which to notify details). By providing a 30 day covernote using only a chassis number the insurer is prevented from updating the database until after the vehicles is back in the UK and has been provided with a proper registration number.
In a nutshell, the 5th Directive appears to make the 4th Directive unworkable (and vice-versa)!
The Motor Insurers Information Centre (MIIC) has therefore sent the Directive back to Brussels to be re-drafted. Watch this space for more information as we find out!
